The SB presided by Vice Mayor Victomar Bunnol adopted the 'Dormitories and Boarding Houses Code in the Municipality of Lamut', which shall govern the rules and regulations for the operation and maintenance of dormitories and boarding houses to include government-owned boarding houses or dormitories.
Sponsored by Councilor Joseph In-uyay, the councilor in charge of social welfare and services, the said ordinance hopes to address the alarming problems of students such as violence against women and children; pre-marital sex resulting to teenage pregnancies; increasing number of student dropout and poor academic performance.
Aside from the basic requirements for operating dormitories, the ordinance also provides monitoring by the Municipal Technical Working Group to ensure that these establishments are complying with the requirements and are not utilized as tambayan area for drinking session of students, among others.
It is provided that boarding houses should not be located near videoke bars and there should be a security guard for boarding houses with more than 50 boarders. The monitoring of the said business establishments will also minimize the over pricing of boarding house rentals, extra payment for appliances and charging of mobile phones.
The SB meeting held at the Ifugao State University was participated by all councilors, IFSU students and school administration and owners of boarding houses. This was conducted with the provincial government through the Provincial Social Welfare and Development Office in coordination with the United Nations Population Fund 6th Country Programme.
